The English Language Development Program in Eugene School District 4J provides specialized English language instruction to students who are not yet fluent in English. Our program is designed to provide systematic English language development, which supports emerging multilinguals students‘ acquisition of the English language through the teaching of Oregon’s English language Proficiency (ELP) Standards. • Emerging Multilinguals will become proficient in English.
• Emerging Multilinguals will meet the same academic content and achievement standards expected of all students.
• Emerging Multilinguals will be provided meaningful access to the standards and equal educational opportunities.

1. Emerging Multilinguals are held to the same high expectations of learning established for all students.
2. Emerging Multilinguals develop full receptive and productive proficiencies in English in the domains of listening, speaking, reading, & writing.
3. Emerging Multilinguals are taught challenging academic content that enables them to meet performance standards in all content areas.
4. Emerging Multilinguals receive instruction that builds on their previous education and cognitive abilities and that reflects their language proficiency levels.
5. Emerging Multilinguals are evaluated with appropriate and valid assessments that are aligned to state and local standards and that take into account the language development stages & cultural backgrounds of the students.
6. The academic success of Emerging Multilinguals is a responsibility shared by all educators, the family, and the community.

While there are many opportunities during the course of a day in a language-rich classroom environment for language learning, merely being exposed or engaged in activities in English is not sufficient to ensure the development of full academic language proficiency.  Emerging Multilingual students must receive explicit instruction in English language that is differentiated based on their English language proficiency levels. Effective language development teaches competency in the functions, forms, syntax, and vocabulary of the English language. ELD instruction provides many opportunities to develop oral and written fluency. Developing English learners’ language is crucial to supporting their literacy development.
